The regime
How compounds are classified in Portugal
| Governing law and regulator | Medicines for human use in Portugal are governed by the Estatuto do Medicamento (Decreto-Lei 176/2006, as amended), enforced by INFARMED, I.P., the National Authority for Medicines and Health Products. INFARMED licenses manufacturers, wholesalers and pharmacies and runs the national vigilance and market-surveillance system. |
|---|---|
| GLP-1 enforcement posture | INFARMED has publicly flagged a sharp rise in illegal online sales of products presented as GLP-1 receptor agonists (semaglutide, liraglutide, tirzepatide), sold through fraudulent websites and social media, often hosted outside the EU, and has joined EMA and HMA in warning the public against buying them outside licensed pharmacies. |
| Prescription-only compounds | Somatropin (growth hormone) and chorionic gonadotropin (HCG, e.g. Ovitrelle) are prescription-only medicines in Portugal, dispensed only through pharmacies against a doctor's prescription. Growth hormone treatment conditions are additionally set by INFARMED's National Committee for Growth Hormone Standardisation (CNNHC). |
| Research-use labelling | No INFARMED statement was located that addresses, in terms specific to peptides marketed as research chemicals, whether a research-use label changes a product's legal classification. The general Estatuto do Medicamento test (presentation and function as a medicine) would apply by default, but this is an inference, not a quoted INFARMED position. |
| Melanotan II | No INFARMED-specific statement or alert on Melanotan II was located on infarmed.pt. Its status in Portugal has to be inferred from the general medicines framework as an unauthorised, unregistered substance, rather than cited to a dedicated INFARMED document. |

Your obligations
What a buyer in Portugal needs settled
- Hold an Autorizacao de Distribuicao por Grosso (ADG) from INFARMED before importing or reselling any registered medicine, under Decreto-Lei 176/2006 and Deliberacao 77-A/CD/2021.
- Do not market, advertise or supply any compound as a research chemical if it is presented or capable of being used as a medicine; INFARMED's GLP-1 warning targets presentation and function rather than the product label alone.
- Assume somatropin and HCG is prescription-only medicines requiring pharmacy-channel supply, not direct B2B resale outside the licensed circuit.
- Expect Good Distribution Practice (BPD) inspection of your facility by INFARMED before any wholesale authorisation is granted.
We will ask about this at enquiry. We check the authorisations your activity requires before quoting, and we confirm the position per compound rather than for the market as a whole.

Questions
Supplying into Portugal
Do you supply into Portugal?
We supply businesses that hold the authorisations their activity requires. Whether a specific compound can be supplied into Portugal depends on that compound and on your authorisations, and we confirm it per compound at the enquiry stage.
Who carries the compliance obligation?
The importer of record and the party placing the product on the market, which is the buyer. We supply the batch documentation that supports your file. We cannot hold your authorisations for you.
How current is this page?
It was reviewed on 2026-08-20 and is scheduled for review again on 2026-11-18. Every source is dated and linked, so you can check the original.
We already supply into Portugal. What changes if we source from you?
The batch documentation. You receive a Certificate of Analysis per batch, which can be issued under your own brand. The import and market-placing responsibilities stay where they are.
Is this legal advice?
No. It is a summary of the regulatory positions those authorities have published, as at the review date above. Take advice in your own market before you rely on it.
