The regime
How compounds are classified in Lithuania
| Governing law and regulator | Pharmaceutical activity in Lithuania is governed by the Farmacijos istatymas (Pharmacy Law, No. X-709), administered by the Valstybine vaistu kontroles tarnyba (VVKT), the State Medicines Control Agency under the Ministry of Health. |
|---|---|
| Applicable position | The general medicines framework applies, administered by the VVKT. A research-purposes label does not by itself change how a product is classified. |
| GLP-1 class | No VVKT-authored bulletin specifically on semaglutide or tirzepatide counterfeiting was located; VVKT's general illegal-medicines warnings (issued jointly with WHO) cover fraudulent online products broadly but do not name the GLP-1 class specifically. |
| Prescription-only compounds | Somatropin is registered and prescription-only in Lithuania - Genotropin, Norditropin and Omnitrope all appear in VVKT's own medicines register as prescription pharmaceutical forms; Melanotan II carries no marketing authorisation and was not named in any VVKT material found. |
| Enforcement posture | VVKT's public guidance focuses on teaching consumers to recognise illegal online pharmacies (no visible licence, no contact details, prescription drugs sold without prescription); despite Baltic BioLabs operating as a Vilnius-based peptide seller, no VVKT enforcement action or public statement naming that company or peptide sellers generally was found. |

Your obligations
What a buyer in Lithuania needs settled
- Obtain VVKT's didmeninio platinimo licencija (wholesale distribution licence) under the Farmacijos istatymas before importing or reselling medicinal products; the current state fee is EUR 250 for issuance or amendment.
- Do not assume a research-use label exempts a compound from Lithuanian pharmacy law; VVKT has published no such carve-out for peptides or any other class.
- Assume somatropin, HCG and HMG is prescription pharmaceuticals requiring licensed pharmacy or wholesale channels, per VVKT's own medicinal product register.
- Monitor VVKT's fraud/illegal-trade guidance page, since it is the closest VVKT has published to a public enforcement position on illegal medicine sales.
We will ask about this at enquiry. We check the authorisations your activity requires before quoting, and we confirm the position per compound rather than for the market as a whole.

Questions
Supplying into Lithuania
Do you supply into Lithuania?
We supply businesses that hold the authorisations their activity requires. Whether a specific compound can be supplied into Lithuania depends on that compound and on your authorisations, and we confirm it per compound at the enquiry stage.
Who carries the compliance obligation?
The importer of record and the party placing the product on the market, which is the buyer. We supply the batch documentation that supports your file. We cannot hold your authorisations for you.
How current is this page?
It was reviewed on 2026-08-20 and is scheduled for review again on 2026-11-18. Every source is dated and linked, so you can check the original.
We already supply into Lithuania. What changes if we source from you?
The batch documentation. You receive a Certificate of Analysis per batch, which can be issued under your own brand. The import and market-placing responsibilities stay where they are.
Is this legal advice?
No. It is a summary of the regulatory positions those authorities have published, as at the review date above. Take advice in your own market before you rely on it.
